DGFT’s new trade notice introduced a simplified route for faster silver import authorisations, effective October 15. Eligible applicants must submit self-declarations, pay generally applicable customs duty without concessions, and justify import quantities and values. Authorised silver must come through IIBX or nominated banks/agencies, with approvals valid for six months.

The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has introduced a simplified procedure to speed up the issuance of import authorisations for specified silver bullion categories. The move is intended to reduce processing time for eligible applicants and improve ease of doing business while maintaining the applicable import policy requirements. The new procedure was announced through Trade Notice No. 30/2026-27, dated October 13, 2026, issued by the Government of India. The revised process will be available for eligible fresh and revised applications submitted on or after October 15, 2026.

Check out the latest Gold, Silver prices in MCX, International Market, Sarafa and your city on https://goldpricetodaynews.com/

Silver Import Policy Changed from Free to Restricted

The trade notice refers to Notification Nos. 17/2026-27 dated May 16, 2026, and 19/2026-27 dated June 2, 2026. Under these notifications, the import policy for four specified silver product categories was changed from ‘Free’ to ‘Restricted’.

The affected ITC(HS) codes are:

71069110

71069120

71069221

71069229

Importers seeking authorisations for these categories are required to submit applications through the DGFT portal. The newly introduced procedure is designed to facilitate faster processing for qualifying applications, with silver dore specifically excluded.

Self-Declaration to Help Speed Up Silver Import Approvals

Under the simplified procedure, eligible applications may be considered for expedited disposal on the basis of self-declaration and trust.

Applicants must declare that the proposed silver imports will be made by paying customs duty at the generally applicable rate, without claiming concessions. Applications meeting this condition may qualify for faster processing.

Applications that do not fall within this category will continue to undergo detailed scrutiny and examination on their merits, in accordance with the applicable import policy provisions.

What Importers Must Submit With Their Applications

Importers applying for authorisations must complete all mandatory fields in the online application form available on the DGFT portal. They must also provide a reasoned justification explaining the proposed quantity and value of silver imports.

Applicants seeking expedited processing must submit the prescribed self-declaration. Although the information may be accepted on the basis of this declaration, applicants remain responsible for ensuring that the information provided is correct and complete.

The simplified process does not remove the need to comply with applicable import policy conditions or other statutory requirements.

Pending Applications Can Be Revised as a One-Time Measure

DGFT has also provided a one-time opportunity for applicants whose silver import authorisation applications are currently pending on the portal.

Under this arrangement, pending applications will be marked as deficient on the portal so that applicants can make the necessary revisions, provide missing declarations and submit the required self-declaration wherever applicable.

Once revised, these applications will be considered under the procedure outlined in the trade notice.

New Procedure Applies from October 15, 2026

The trade notice states that fresh applications received and revised applications submitted on or after October 15, 2026 may be processed under the simplified procedure, provided they are complete and satisfy all specified conditions.

Authorisations issued under this route will be based on the applicant’s self-declaration, subject to the applicable policy provisions and conditions attached to the authorisation.

Silver Must Be Procured Through IIBX or Nominated Banks and Agencies

An important condition of the new procedure concerns the permitted procurement channels for authorised silver imports.

Import authorisations issued under the simplified route will specify that the authorised items must be procured only through:

India International Bullion Exchange (IIBX); or

Nominated Banks or Agencies notified under Appendix 4B of the Foreign Trade Policy, 2023, as amended.

According to the trade notice, this requirement is intended to route silver imports through regulated channels and improve transaction transparency and traceability.

DGFT Retains the Right to Conduct Further Scrutiny

Despite introducing a faster approval route, DGFT has retained the authority to request additional information or documents and conduct detailed scrutiny whenever considered necessary.

The department may verify declarations submitted by applicants to ensure compliance with the applicable policy provisions. Processing under the simplified procedure does not exempt importers from any statutory or policy requirement.

Silver Import Authorisations Valid for Six Months

Import authorisations issued under the new procedure will remain valid for six months from the date of issue. The trade notice expressly states that these authorisations will not be eligible for extension.

The notice was issued with the approval of the competent authority and signed by Sudhir Kumar Sharma, Deputy Director General of Foreign Trade.

FAQ’s

1. What has DGFT changed in the silver bullion import authorisation process?

DGFT has introduced a simplified procedure for expedited processing of eligible applications covering specified silver items under ITC(HS) codes 71069110, 71069120, 71069221 and 71069229. The procedure is based on self-declaration and trust, subject to applicable policy conditions.

2. When will the new silver import authorisation procedure take effect?

The simplified procedure may be used for fresh applications received and revised applications submitted on or after October 15, 2026, provided they are complete and meet the conditions specified in Trade Notice No. 30/2026-27.

3. What conditions must applicants meet to qualify for expedited processing?

Applicants must complete the mandatory fields on the DGFT portal, provide a reasoned justification for the quantity and value of the proposed imports, and submit the prescribed self-declaration. For expedited consideration, they must declare that imports will be made at the generally applicable customs duty rate without availing concessions.

4. Through which channels must silver imports under these authorisations be procured?

The authorised silver must be procured only through the India International Bullion Exchange (IIBX) or through nominated banks and agencies notified under Appendix 4B of the Foreign Trade Policy, 2023, as amended. This condition is intended to improve transparency and transaction traceability.

5. How long will the silver import authorisations remain valid?

Authorisations issued under the simplified procedure will be valid for six months from the date of issue and cannot be extended. DGFT also retains the right to request additional documents or conduct detailed scrutiny when necessary.

India Silver Imports: In a dramatic shift for the precious metals market, India’s appetite for silver has hit a severe regulatory wall. Despite an enduring and robust domestic demand for the white metal, a stringent wave of inbound trade policies has effectively choked off the inbound supply chain. Recent trade data reveals that India’s silver imports have crashed by a staggering 87%, underscoring the profound impact of the government’s latest financial tightening and import curbs.

Check the latest rates for gold and silver—across MCX, international markets, the bullion market, and your city—on our new website: https://goldpricetodaynews.com/

The massive decline marks one of the sharpest contractions in recent commodity trading history. It highlights an emerging disconnect in the Indian market: while local consumers and industrial buyers remain eager to purchase silver, actual physical availability from overseas has slowed to a crawl due to aggressive regulatory roadblocks.

Market Overview and Policy Impact

India’s silver imports plunged 87% year-on-year in May 2026 to 75.57 dollar million from 566.22 dollar million a year earlier, following tighter government restrictions on precious metal imports. In volume terms, imports dropped 94% to just 33 metric tons, the lowest level since February 2023.

The government restricted imports of silver in nearly all forms during May and later expanded the curbs to include silver grain and powder, requiring prior import authorization. Additionally, import duties on gold and silver were raised to 15% from 6% to reduce pressure on foreign exchange reserves amid elevated oil prices. Despite the recent decline, India imported a record 12 billion dollar worth of silver during FY2025-26, compared with 4.8 billion dollar in the previous year.

Import Curbs Choke Supply Chains

The primary catalyst behind the 87% plunge is a series of targeted policy interventions aimed at managing foreign exchange volatility and narrowing the national trade deficit. By tightening import restrictions and altering tariff structures, regulatory bodies have successfully curbed massive capital outflows. However, these same measures have paralyzed standard supply routes for bullion dealers and industrial manufacturers who rely heavily on steady silver inflows.

FAQ’s

1. Why did India’s silver imports fall by 87% in May 2026?
India’s silver imports declined primarily due to tighter government restrictions on precious metal imports, including stricter authorization requirements and higher import duties aimed at controlling foreign exchange outflows and reducing the trade deficit.

2. How much silver did India import in May 2026?
India imported silver worth 75.57 million dollar in May 2026, down from 566.22 million dollar a year earlier. Import volumes also dropped 94% to just 33 metric tons, the lowest level since February 2023.

3. What new restrictions were imposed on silver imports?
The government expanded import curbs to cover nearly all forms of silver, including silver grain and powder. Importers are now required to obtain prior authorization before bringing these products into the country.

4. How have higher import duties affected the silver market?
Import duties on gold and silver were increased from 6% to 15%, making imports more expensive and reducing inbound shipments.

ITC HS Code 71069221

(Experts’ Opinion)

(Supply Deficit)

Gold Import, Silver Import: In August, India’s gold imports surged to a record $10.06 billion, a dramatic 221.41% increase from July, driven by a customs duty cut and strong festive demand. This figure, approximately ₹82,492 crore at ₹82 per US dollar, is the highest monthly gold import value since March 2021.

Gold Import, Silver Import: In August, India imported gold and silver worth a staggering ₹95,439 crore, a substantial figure reflecting the country’s strong demand. The Commerce Ministry’s latest data reveals that gold imports alone surged to a record $10.06 billion (Rs 84401 Cr), driven by a significant reduction in customs duty and robust festive demand. This represents an extraordinary 221.41% increase from July’s $3.13 billion in gold imports, marking the highest monthly value since March 2021, when imports totaled $8.5 billion.

Silver imports also saw a substantial rise, reaching $1.315 billion (Rs 11038 Cr), a 727.06% surge compared to the same month last year. In August, India imported gold valued at ₹84,401 crore and silver worth ₹11,038 crore, bringing the total combined import value to ₹95,439 crore.

In August, India exported Gem and Jewellry worth ₹16,771 crore (approximately $1.99 billion), a decrease of 22.09% compared to the same month last year, when exports totaled ₹21,527.76 crore (about $2.6 billion).

The sharp rise in gold imports is attributed to the government’s decision to cut the total customs duty on gold from 15% to 6%, announced in the 2024-25 Union Budget. Gold doré, an alloy of gold and silver, also saw a reduction in duty from 14.35% to 5.35%. This tax relief, coupled with strong cultural and festive demand for gold, has prompted jewellers to stock up ahead of the upcoming season.

Commerce Secretary Sunil Barthwal noted, “The rise in gold exports should be viewed in the context of duty reduction and not just from an import perspective. The cut in import duty from 15% to 6% is a key factor driving this rise in exports.” He also highlighted that the duty cut was aimed at curbing smuggling and boosting legal imports.

In comparison, India’s gold imports in June stood at $3.06 billion, showing a steady upward trend as the festive season approaches. Overall, India’s gold imports have risen from $33.6 billion in 2018-2019 to $48.8 billion in 2023-24, reflecting the country’s sustained demand for the precious metal.

Despite this jump in imports, India’s gold imports during the April-July 2024-25 period dipped by 4.23%, totaling $12.64 billion. However, the record August imports contributed to a widening trade deficit of $29.65 billion for the month.

Switzerland remains India’s top source of gold imports, accounting for around 40%, followed by the UAE at 16% and South Africa at 10%. Gold continues to make up over 5% of India’s total imports.

Gold Import, Silver Import: India witnessed a significant decline in gold imports due to a massive price hike in March according to data released by the Ministry of Commerce & Industry. Gold imports plummeted by 53.16% to 12,722 crore rupees (equivalent to $1,532.82 million) in March 2024, compared to 27,162 crore rupees (equivalent to $3,300.86 million) in March 2023.

Conversely, silver imports saw a staggering increase of 1068%, with India importing silver worth 6,777.5 crore rupees (equivalent to $816.59 million) in March 2024, compared to 579.88 crore rupees (equivalent to $70.47 million) in March 2023. Silver prices also saw gains in April.

The gems and jewellery export sector also experienced a downturn, declining by 3.76% in March 2024. India exported gems and jewellery worth 21,738 crore rupees (equivalent to $2,619.12 million) in March 2024, compared to 22,587 crore rupees (equivalent to $2,744.97 million) in March of the previous year.

Geo-political conflicts, a slowdown in global demand, and falling commodity prices impacted India’s foreign trade, resulting in a 3.11% year-on-year decline in goods exports to $437.06 billion in FY24. The figures for MAR’24 are provisional.

However, the trade deficit narrowed by 9.33% to $240.17 billion, attributed to a higher contraction in imports at 5.41% to $677.23 billion. Notable declines in imports were observed in products such as petroleum, coal & coke, pearls, precious and semi-precious stones, transport equipment, and chemicals, according to quick estimates released by the Commerce & Industry Ministry on Monday.

In October 2023, India experienced a remarkable surge in silver imports, totaling 1,829 tons, nearly doubling the previous year's figures. The highest monthly import since 2008 signifies a robust recovery from a slow start in 2023. Despite potential consumer demand recovery, Metal Focus anticipates over a 40% decline in India's total silver demand for the year.

Silver Demand, Silver Import, Metal Focus: In its latest India Focus Monthly report, Metal Focus has revealed a noteworthy surge in silver imports by India, hitting 1,829 tons in October 2023, nearly double the previous year’s figure. This substantial increase represents the highest monthly import recorded since 2008, signaling a noteworthy recovery from the sluggish performance observed in the first nine months of the year. The forecast anticipates that India’s total silver demand in 2023 will experience a significant decline, exceeding 40% compared to the previous year.

The surge in October imports, primarily driven by aggressive restocking for the upcoming wedding and festive season, has encountered headwinds due to the sharp recovery in silver prices, potentially resulting in a slowdown in momentum throughout November. Metal Focus anticipates a substantial month-on-month deceleration.

Join our Facebook group to connect with a network of 71,000 Jewellers

Fresh regulatory uncertainty has played a pivotal role in the import dynamics, leading to a stall in silver imports in the UAE. Discussions with industry experts during Metal Focus’ recent visit to the UAE uncovered that regulatory ambiguities were a significant factor contributing to this slowdown.

Contextualizing the October surge, the record-high imports contrasted starkly with notably weak silver imports in the preceding months. Year-to-date imports up to September were modest at 900 tons, in stark comparison to over 8,000 tons during the same period the previous year. This year’s Q1-Q3 total also fell significantly below the five-year average of 4,320 tons.

While October’s robust import figures suggest a combination of aggressive trade restocking and a recovery in consumer demand, the industry estimates an unprecedented 3.5 million weddings in November and December, further driving the surge in demand.

Looking ahead, Metal Focus suggests that despite potential consumer demand recovery, silver imports may not witness significant improvement unless prices ease or volatility subsides. The report forecasts that India’s total silver demand in 2023 will be over 40% lower than in the previous year.

Traditionally significant silver suppliers to India, such as the UK, China/Hong Kong, and Singapore, have seen a shift due to the Comprehensive Economic Partnership Agreement (CEPA) signed with the UAE in 2022. This agreement reduced the import duty on silver from 10% to 9% in 2023, compared to the standard Indian import duty of 15% outside the CEPA.

Despite the positive impact on the UAE’s share as a silver supplier, recent regulatory uncertainties have resulted in a decline. While the UAE accounted for over 50% of imports in August and September, it dropped to just 7% in the latest figures. Metal Focus attributes this decline to uncertainties stemming from regulatory issues.

Crucially, Metal Focus highlights that the lack of clarity in customs clearance procedures related to the concessional duty under CEPA could create uncertainty for industry players in Dubai. This issue may also have wider implications, affecting the expansion of silver refining capacity in Dubai and potentially impacting the import of other metals into India, particularly the PGMs, which follow a similar import structure.
