India has expanded the coverage of mandatory hallmarking for gold jewellery and gold artefacts, taking the total number of covered districts from 380 to 392. The latest expansion adds 12 districts across nine states, further widening the geographical coverage of the country’s gold hallmarking framework.

Check out the latest Gold, Silver prices in MCX, International Market, Sarafa and your city on our new website – https://goldpricetodaynews.com/

The revised coverage has been notified through the Hallmarking of Gold Jewellery and Gold Artefacts (Third Amendment) Order, 2026, issued by the Ministry of Consumer Affairs, Food and Public Distribution.

The order was issued in New Delhi on August 3, 2026, under the provisions of the Bureau of Indian Standards Act, 2016, after consultation with the Bureau of Indian Standards (BIS). The order states that it will come into force from the date of its publication in the Official Gazette.

12 New Districts Added to Mandatory Hallmarking Coverage

The latest expansion covers 12 additional districts across nine states. The additions are distributed as follows:

The revised annexure confirms Kokrajhar and Lakhimpur as districts 6 and 7 in Assam, taking the state’s covered districts to 12.

In Haryana, Panipat has been added as district number 21 in the revised list.

Madhya Pradesh Adds Three Districts

Madhya Pradesh has recorded the largest increase among the nine states in this latest expansion, with three districts added.

Bhind

With these additions, the revised annexure contains 19 districts from Madhya Pradesh.

Maharashtra Adds Bhandara

Maharashtra has added Bhandara to its mandatory hallmarking coverage. It is listed as district number 6 in the state’s revised annexure.

Following the addition, Maharashtra now has 30 districts covered under the revised list.

Odisha Adds Angul

In Odisha, Angul has been added to the mandatory hallmarking list and appears as district number 1 in the state’s revised annexure.

The addition takes Odisha’s total covered districts to 12. The list also includes Balasore, Bhadrak, Cuttack, Ganjam, Jajpur, Khordha, Mayurbhanj, Puri, Sambalpur, Nayagarh and Sundargarh.

Rajasthan Adds Kotputli-Behror

Rajasthan’s mandatory hallmarking coverage has been expanded with the addition of Kotputli-Behror, listed as district number 13.

The state now has 26 districts in the revised hallmarking annexure.

Tamil Nadu Adds Kancheepuram

Tamil Nadu has added Kancheepuram to the mandatory hallmarking framework. It appears as district number 8 in the revised state-wise list.

The addition takes Tamil Nadu’s coverage to 32 districts.

Uttarakhand Adds Udham Singh Nagar

In Uttarakhand, Udham Singh Nagar has been added to the covered districts. It is listed as district number 5.

The state now has seven districts under the revised mandatory hallmarking coverage, including Dehradun, Haridwar, Nainital, Pauri Garhwal, Pithoragarh and Almora.

West Bengal Adds Jhargram

West Bengal has added Jhargram to its mandatory hallmarking list. It is listed as district number 9 in the revised annexure.

With the addition, West Bengal now has 22 covered districts, including Kolkata, Darjeeling, Howrah, Jalpaiguri, Murshidabad, Nadia, North 24 Parganas, South 24 Parganas and other districts.

Mandatory Hallmarking Coverage Now Spans 392 Districts

The revised annexure lists 392 districts across 26 states and Union Territories. The state-wise counts in the notification add up to the expanded national coverage.

The revised list includes 18 districts in Andhra Pradesh, 12 in Assam, 25 in Bihar, 1 in Chandigarh, 5 in Chhattisgarh, 8 in Delhi, 2 in Goa and 25 in Gujarat, among others. Haryana has 21 districts, while Karnataka has 20 and Kerala has 14.
The list also covers 19 districts in Madhya Pradesh, 30 in Maharashtra, 12 in Odisha, 20 in Punjab, 26 in Rajasthan, 32 in Tamil Nadu, 13 in Telangana, 39 in Uttar Pradesh, 7 in Uttarakhand and 22 in West Bengal.

What the Latest Hallmarking Expansion Means

The expansion increases the geographical reach of India’s mandatory gold hallmarking system. With more districts brought under the framework, consumers in the newly covered areas will have greater access to hallmark-certified gold jewellery and artefacts.

For jewellers operating in the newly added districts, the expansion also increases the importance of compliance with the applicable hallmarking requirements under the BIS framework.

The latest order replaces the earlier annexure to the Hallmarking of Gold Jewellery and Gold Artefacts Order, 2020 with the revised state-wise district list.

Previous Hallmarking Framework Updated

The notification notes that the principal order was originally published in the Gazette of India on January 15, 2020, and was last amended through S.O. 2117(E) dated April 28, 2026.

The August 2026 order therefore represents another update to the district-wise coverage under India’s gold hallmarking framework.

Bottom Line

The latest expansion takes mandatory gold hallmarking coverage to 392 districts, up from 380 previously. The 12 newly added districts are spread across Assam, Haryana, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Tamil Nadu, Uttarakhand and West Bengal.

The move further expands the reach of India’s hallmarking system and brings additional jewellery markets under the revised district-wise framework.

Gold Bullion Hallmarking, BIS: Mandatory hallmarking for gold jewellery is already in place across more than 300 districts in India, and now the focus is shifting towards extending this requirement to gold bullion. This initiative aims to enhance trust and purity in the jewellery market by ensuring that even the bullion used in jewellery making is certified for quality.

A crucial meeting for stakeholder consultation on the Mandatory Hallmarking of Gold Bullion took place on September 3, 2024, at Manak Bhawan, the BIS headquarters in New Delhi.

According to sources, the key points of consensus during the meeting included:

Phase-Wise Implementation: It was agreed that mandatory hallmarking should be introduced in phases, initially excluding all micro refiners and jewellers.

Applicability: The mandatory hallmarking should apply only to gold bullion above 100 grams.

Purity Standards: The requirement should be enforced for bullion with 995 and 999 purity levels.

Coin Hallmarking: Coins of 995 purity should be allowed to undergo hallmarking, with HUID, by Assaying and Hallmarking Centers (AHCs).

Support for Micro Refiners: The BIS Refining Scheme should support micro refiners in upgrading their processes, replacing hazardous refining methods, and helping them integrate into the mainstream industry. This transition is expected to create more business opportunities and employment. Additionally, their association will provide guidance to BIS and stakeholders on expanding mandatory compliance after the first phase of implementation.

The meeting saw participation from key stakeholders across various sectors, including the IFSC, IIBX, India Government Mint, Ministry of Finance, Ministry of Commerce, Ministry of Consumer Affairs, BIS, IBJA, GJEPC, GJC, World Gold Council, IAHC, BSS and the Refiners Association. Additionally, Jewellers and Karigar Associations from various states were also represented, ensuring a comprehensive discussion with input from all major facets of the industry.
