The United States has retained a 10% additional tariff on Indian gem and jewellery exports under its new Section 301 regime. While India enjoys a tariff advantage over several competing countries, GJEPC says higher duties continue to hurt exports and has urged an early India-US trade agreement to improve global competitiveness.

India’s gem and jewellery exports to the United States continue to face an additional 10% tariff as the US officially shifted from the temporary Section 122 balance-of-payments surcharge to the new Section 301 tariff regime on July 24, 2026. According to the Gem & Jewellery Export Promotion Council (GJEPC), while the tariff remains a challenge, India has secured a relatively stronger position than several competing export hubs.

Check out the latest Gold, Silver prices in MCX, International Market, Sarafa and your city on our new website– https://goldpricetodaynews.com/

The new tariff framework follows investigations by the Office of the United States Trade Representative (USTR) into how countries enforce bans on products linked to forced labour.

India Retains Lower Tariff Band

Although Indian exporters will continue paying the additional 10% tariff, India has been placed in the lower tariff category after introducing measures prohibiting imports made with forced labour.

This gives Indian jewellery exporters a 2.5 percentage-point tariff advantage over competing manufacturing and trading centres including China, Hong Kong, Thailand, Türkiye, the UAE, Israel, and Vietnam, which are now subject to an additional 12.5% tariff.

GJEPC Rejects Forced Labour Allegations

Shri Kirit Bhansali, Chairman, GJEPC, said, “At the outset, we categorically reject any implication that India’s gem and jewellery sector is linked to forced labour. Repeated studies have been commissioned that demonstrates the industry’s long-standing commitment to responsible sourcing, worker welfare, and ethical business practices. We also welcome the Government of India’s recent amendment to the Foreign Trade Policy that bars the import of goods produced, wholly or partly, with forced labour—an important step that reinforces India’s commitment to human rights and aligns our trade rules with internationally accepted labour standards.

“So imposing of 10% U.S. tariff under the new Section 301 regime, which is not at all justified, remains a challenge for India’s gem and jewellery exports, particularly as key competing trading centres in diamond continue to enjoy duty-free access for natural diamonds. While India’s placement in the lower tariff band offers some relative competitiveness in terms of jewellery, bridging the remaining tariff gap through an early India–U.S. Bilateral Trade Agreement and securing tariff relief for natural diamonds and coloured gemstones as provided to countries like EU, Malaysia remain our key priorities.”

Tariff Still Creates Export Challenges

Despite India’s relatively better tariff position, GJEPC said the new US policy continues to put pressure on exporters.

Jewellery shipments from India will still attract the existing Most Favoured Nation (MFN) duty of 5.5%–6%, along with the 10% Section 301 tariff, resulting in an effective import duty of around 15.5%–16%.

The Council also pointed out that:

Natural diamonds processed in India continue to face the additional 10% tariff.

Lab-grown diamonds and synthetic stones are also covered under the new tariff.

Rough diamonds substantially transformed in India are treated as Indian-origin products and therefore remain subject to the Section 301 duty.

European Diamond Hub Retains Advantage

GJEPC highlighted that Belgium, a major global diamond trading centre within the European Union, continues to enjoy zero additional US tariff on natural diamonds.

This creates a pricing disadvantage for Indian exporters whose comparable products continue to attract the 10% additional duty.

GJEPC Calls for Early India-US Trade Agreement

GJEPC has reiterated that natural diamonds and coloured gemstones are critical raw materials for the jewellery manufacturing industry and should be considered for exemption from the additional tariff under Annex III.

The Council is actively engaging with the Government of India to pursue an early India–U.S. Bilateral Trade Agreement (BTA) to bridge the tariff gap and enhance the competitiveness of India’s gem and jewellery exports in the U.S. market.

About The Gem and Jewellery Export Promotion Council (GJEPC)

The Gem & Jewellery Export Promotion Council (GJEPC), set up by the Ministry of Commerce, Government of India (GoI) in 1966, is one of several Export Promotion Councils (EPCs) launched by the Indian Government, to boost the country’s export thrust, when India’s post-Independence economy began making forays in the international markets. Since 1998, the GJEPC has been granted autonomous status. The GJEPC is the apex body of the gems & jewellery industry and today represents 10900+ members in the sector. With headquarters in Mumbai, GJEPC has Regional Offices in New Delhi, Kolkata, Chennai, Surat and Jaipur, all of which are major centres for the industry. It thus has a wide reach and is able to have a closer interaction with members to serve them in a direct and more meaningful manner. Over the past decades, GJEPC has emerged as one of the most active EPCs and has continuously strived to both expand its reach and depth in its promotional activities as well as widen and increase services to its members.

FAQs

1. Why has the US imposed a 10% tariff on Indian gem and jewellery exports?

The tariff is part of the new Section 301 trade framework introduced after USTR investigations into forced labour import regulations across multiple countries.

2. Does India have any advantage under the new US tariff regime?

Yes. India falls under the 10% tariff band, while several competing countries, including China, Hong Kong, Thailand, Vietnam, and the UAE, face a higher 12.5% additional tariff.

3. What concerns has GJEPC raised about the new tariff policy?

GJEPC believes the continued 10% tariff increases export costs, reduces India’s competitiveness, and places Indian exporters at a disadvantage compared with countries enjoying duty-free access.

4. Which products remain affected by the additional US tariff?

Natural diamonds processed in India, coloured gemstones, lab-grown diamonds, synthetic stones, and jewellery exports continue to be covered under the additional Section 301 tariff.

5. What solution has GJEPC proposed?

GJEPC is urging the Indian government to finalize an India-US Bilateral Trade Agreement and seek tariff exemptions for natural diamonds and coloured gemstones to strengthen India’s export competitiveness.

Gold Import Duty Hike: Amid rising concerns over India’s widening trade deficit and mounting pressure on foreign exchange reserves, the Gem & Jewellery Export Promotion Council (GJEPC) has taken a strong and balanced stance on the government’s recent decision to hike gold import duties, balancing national economic interests with urgent industry concerns. While the apex body has pledged full support for the Centre’s “Nation First” approach to stabilize foreign exchange reserves and narrow the trade deficit, it has simultaneously cautioned that the sharp increase in tariffs could trigger a liquidity crunch for small-scale manufacturers and incentivize the illegal grey market.

The 5-Point Plan for Economic Self-Reliance

The GJEPC has proposed a multi-dimensional framework to address the rising trade deficit through the following proactive measures:

Promoting Lower Caratage Jewellery: The industry plans to pivot toward the sale of 14K and 9K gold jewellery. This shift in consumer preference could potentially slash fresh gold imports by 20% to 30%.

Driving the ‘Old-for-New’ Exchange: To further decrease import dependence, the council is encouraging consumers to exchange existing gold for new jewellery pieces, effectively creating a circular economy within the domestic market.

Revitalizing the Gold Monetisation Scheme (GMS): The GJEPC is submitting a detailed white paper to the government focused on tapping into India’s massive 25,000 tonnes of idle “grandfather stock” held by households and institutions.

Deterring Physical Gold Investments: The plan suggests discouraging the purchase of gold bars, billets, and coins for investment purposes—items that currently account for nearly 30% of total imports.

Framework for Export Growth: Amidst global economic challenges, the council is seeking a special policy framework for exporters, ensuring they can continue to earn vital foreign exchange for the nation.

The Hidden Costs: Smuggling and Working Capital Woes

Despite its alignment with the government’s fiscal goals, GJEPC highlighted the “unintended consequences” of high import duties. The council expressed deep concern that the steep hike—raising total effective taxes—could undo the progress made in formalizing the sector.

Key Industry Risks Identified:

Rise in Smuggling: High price differentials between India and international markets often fuel illegal trade and grey market activity.

Capital Blockage: Exporters are facing a severe strain as higher duties lead to a massive amount of working capital being blocked in the form of bank guarantees and upfront taxes.

MSME Vulnerability: The council warned that MSME manufacturers, who are the “backbone” of the sector, will be the hardest hit by the resulting liquidity crunch.

Balancing Growth and Stability

The GJEPC’s balanced stance underscores the jewelry industry’s unique position: it is a significant contributor to India’s export earnings (GDP) but also a major driver of the trade deficit. The Chairman emphasized that while the industry is committed to reducing import dependence, the government must ensure that these fiscal measures do not stifle the competitiveness of Indian exports on the global stage.

About GJEPC

FAQ’s

1. Why did the Government of India increase gold import duties?
The government increased gold import duties to reduce the trade deficit, protect foreign exchange reserves, and support the Indian rupee amid global economic uncertainty and rising import bills.

2. What is GJEPC’s stand on the gold import duty hike?
GJEPC has supported the government’s “Nation First” policy approach but also cautioned that steep duties could create liquidity problems for MSMEs and encourage illegal gold smuggling.

3. What measures has GJEPC proposed to reduce gold imports?
GJEPC proposed promoting 14K and 9K jewellery, encouraging old gold exchange programs, reviving the Gold Monetisation Scheme (GMS), discouraging physical gold investments, and creating export-friendly policies.

4. How could higher gold duties affect the jewellery industry?
Higher import duties may increase working capital pressure on exporters, raise costs for manufacturers, hurt MSMEs, and potentially reduce the global competitiveness of Indian jewellery exports.

5. Why is GJEPC concerned about smuggling after the duty hike?
The council believes that a sharp gap between domestic and international gold prices could make illegal gold imports more profitable, leading to higher smuggling activity and growth of the grey market.

India, NZ FTA: The Gem & Jewellery Export Promotion Council (GJEPC) has hailed the landmark signing of the India–New Zealand FTA on 27 April 2026 as a transformative milestone. By securing zero-duty access, the council has set an ambitious target to triple India’s gem and jewellery exports to New Zealand, moving from the current USD 16.61 million to USD 50 million within the next three years.

This strategic agreement arrives at a critical juncture, providing Indian exporters with a competitive edge in a high-spending market and reducing the industry’s historical reliance on traditional hubs like the US and the GCC.

According to Mr. Kirit Bhansali, Chairman of GJEPC, the FTA is a timely move to safeguard Indian interests in a “turbulent global environment.” The agreement offers several strategic advantages:

Zero-Duty Advantage: India now holds a significant price advantage over major competitors like China and Thailand.

High Per Capita Consumption: New Zealand’s affluent consumer base presents a lucrative opportunity for high-end Indian craftsmanship.

Regional Synergy: Together with Australia and Fiji, New Zealand completes a powerful “Oceania Corridor” for Indian trade diversification.

“This FTA is not just an export opportunity, but also a platform for deeper economic engagement and investment, supporting a more balanced and resilient growth trajectory for the sector.” > — Mr. Kirit Bhansali, Chairman, GJEPC

Boosting Local Manufacturing and Employment

The anticipated 200% growth in exports is expected to have a direct positive impact on India’s domestic economy. Improved market access across categories—including gold, silver, platinum, couture, and fashion jewellery—will fuel production in major hubs:

Gujarat

Maharashtra

Rajasthan

West Bengal

This surge in demand is projected to generate significant employment opportunities throughout these manufacturing centers, sustaining thousands of skilled artisans and professionals.

Leveraging Diaspora and Retail Partnerships

The agreement also aims to capitalize on the influential Indian diaspora in New Zealand. Recent Indian investments in New Zealand’s jewellery retail segment indicate a robust appetite for Indian designs. The FTA will facilitate:

Enhanced Retail Presence: Easier entry for Indian brands through local partnerships.

Long-term Investment: A framework for bilateral economic ties that go beyond simple trade.

India’s Gem & Jewellery Exports: The Gem & Jewellery Export Promotion Council (GJEPC) has announced that India’s gem and jewellery exports reached USD 27.72 billion (Rs 2,44,827.26 crore) for the fiscal year 2025–26. While reflecting a moderate decline of 3.32% in dollar terms, the figures reveal a significant structural reset, as the industry successfully reduces its reliance on a single market and moves toward a more resilient, broad-based growth model.

Despite geopolitical tensions in West Asia and evolving U.S. tariff regimes, the Indian export landscape is undergoing a deeper transformation fueled by value-added segments and strategic Free Trade Agreements (FTAs).

Key Export Highlights (FY 2025–26)

The fiscal year was defined by a surge in silver, platinum, and studded gold jewellery, offsetting the headwinds faced by the diamond sector.

Silver Jewellery: Witnessed a massive 52.21% growth to reach USD 1.47 billion.

Studded Gold Jewellery: Grew by 6.27% to USD 6.52 billion, signaling a consumer shift toward design-led, high-value products.

Platinum Jewellery: Recorded an impressive 39.32% increase, totaling USD 254.60 million.

Lab-Grown Diamond (LGD) Gold Jewellery: Surged by 31.30% to USD 1.42 billion, showcasing evolving demand patterns.

Reducing Single-Market Dependence

Mr. Kirit Bhansali, Chairman of GJEPC, noted that the industry is actively diversifying into new geographies to mitigate risks associated with the U.S. market, which saw a 44.92% decline due to tariff uncertainties.

“Growth is becoming more broad-based. While the U.S. faced challenges, markets like the UAE, Hong Kong, Australia, and Canada demonstrated robust growth. FTAs with the UAE and Australia have been pivotal in sustaining this momentum.”

Top Performing Export Destinations

United Arab Emirates (UAE): USD 8,696.27 million — +10.52% growth

Hong Kong: USD 5,972.24 million — +30.99% growth

Australia: USD 360.21 million — +38.33% growth

France: USD 356.12 million — +33.58% growth

Canada: USD 319.57 million — +115.01% growth

Sector-Wise Performance Analysis

Diamonds and Lab-Grown Diamonds

Cut & Polished Diamonds (CPD): Remained the largest category (43.9% of exports) at USD 12.16 billion, despite an 8.52% decline caused by U.S. inventory corrections and discretionary spending shifts.

Polished Lab-Grown Diamonds: Experienced a price correction, with exports at USD 1.13 billion (-10.55%), even as volume demand remained steady.

Gold and Coloured Gemstones

Total Gold Jewellery: Held stable at USD 11.36 billion.

Plain Gold Jewellery: Declined by 7.42% to USD 4.84 billion, primarily due to record-high gold prices affecting price-sensitive buyers.

Coloured Gemstones: Maintained a steady presence at USD 437.31 million.

Regional Leadership in India

India’s export hubs continue to drive the global supply chain:

Western Region (Mumbai & Suburbs): Led the nation with USD 18.57 billion in exports.

Gujarat Region: The global diamond processing heartland contributed USD 2.40 billion.

The Role of FTAs

The GJEPC anticipates that the upcoming implementation of FTAs with the UK and the EU will further bolster the industry. By expanding the “Made in India” footprint, the sector aims to build a more resilient ecosystem capable of navigating global economic shifts.

About GJEPC

Established in 1966 by the Ministry of Commerce, Government of India, the Gem & Jewellery Export Promotion Council (GJEPC) is the apex body representing over 10,900 members. Headquartered in Mumbai, it works to enhance India’s share in the global gem and jewellery market through promotional activities and member services.

FAQ’s

1. What are India’s total gem and jewellery exports in FY26?
India’s gem and jewellery exports stood at USD 27.72 billion in the financial year 2025–26, according to the GJEPC. This reflects the overall performance of the industry across various product categories and global markets.

2. Why did India’s gem and jewellery exports decline slightly this year?
Exports saw a 3.32% decline mainly due to global uncertainties, geopolitical tensions in some regions, and weaker demand in certain markets like the United States, along with tariff-related issues affecting trade flows.

3. Which jewellery segments showed strong growth in FY26?
Silver jewellery, platinum jewellery, studded gold jewellery, and lab-grown diamond jewellery all recorded strong growth. These segments benefited from rising global demand for value-added and design-focused products.

4. Which countries are the top destinations for India’s jewellery exports?
The leading export destinations include the United Arab Emirates, Hong Kong, Australia, France, and Canada. These markets showed strong growth and helped offset declines in the US market.

5. What does “structural reset” mean for India’s jewellery export industry?
A structural reset means the industry is shifting from dependence on a single major market to a more diversified global presence. This reduces risk, improves stability, and is supported by Free Trade Agreements and rising demand in multiple countries.
