भारतीय मानक ब्यूरो (BIS) ने पहली बार 23 जून 2021 को अनिवार्य हॉलमार्किंग 256 जिलों में अनिवार्य किया था, जो पहला चरण था। दूसरे चरण में 4 अप्रैल 2022 को 32 नए जिलों को शामिल किया गया, जिसके बाद हर दिन 4 लाख से ज्यादा सोने के आइटम्स को HUID नंबर के साथ hallmarked किया जा रहा था।

सितंबर 2023 में तीसरे चरण में 55 नए जिलों को अनिवार्य हॉलमार्किंग में शामिल किया गया, जिससे कुल 343 जिलों तक पहुंच गया था। अब, इस नए विस्तार के साथ 18 नए जिलों को 11 राज्यों और केंद्र शासित प्रदेशों में शामिल किया गया है, जो अनिवार्य हॉलमार्किंग सिस्टम का कवरेज और बढ़ाता है।

इसमें HUID नंबर डालने के बाद जिस ज्वेलर ने उसे हॉलमार्क करवाया है उस ज्वेलर का नाम दिख रहा था। इसको लेकर ज्वेलर्स को आपत्ति थी। अब ज्वेलर के नाम को हटा दिया गया है और सिर्फ रजिस्ट्रेशन नंबर दिख रहा है।

दरअसल कई छोटे और रिटेल ज्वेलर्स अपनी ज्वेलरी की खरीद बड़े होलसेलर और मैन्युफैक्चरर से करते हैं। BIS के नियमों के मुताबिक जो भी सबसे पहले ज्वेलरी मैन्युफैक्चर करके बेचेगा उसका नाम हॉलमार्किंग के साथ दिखेगा। ज्वेलर्स के मुताबिक इसमें 2 तरह की आपत्ति थी।

देश के 57 हजार ज्वेलर्स के फेसबुक ग्रुप ‘सुनार ज्वेलर्स एकता’ से जुड़े

एक तो ज्वेलर्स के यहां से जो ग्राहक ज्वेलरी खरीद रहा है उसको विश्वास नहीं होगा कि ये ज्वेलरी उसके ज्वेलर ने बनवाई है। दूसरा होलसेलर का नाम दिखने पर छोटे ज्वेलर्स को दिक्कत थी कि ग्राहक अब सीधे होलसेलर या मैन्युफैक्चरर के पास जाकर ज्वेलरी खरीद लेगा। इससे छोटे ज्वेलरों का व्यापार प्रभावित होने की आशंका थी। इस मुद्दे को AIJGF समेत कई संगठनों ने अलग-अलग प्लेटफॉर्म से उठाया था।

अब BIS केयर एप में ज्वेलर का नाम हटा दिया है। अब HUID नंबर डालने पर आपको BIS केयर एप में ज्वेलर का रजिस्ट्रेशन नंबर, एसेइंग और हॉलमार्किंग सेंटर का नाम, उसका रजिस्ट्रेशन नंबर, पता और गहने का प्रकार, हॉलमार्किंग की तारीख और उसकी शुद्धता दिखेगी। ज्वेलर का नाम नहीं होगा।

AIJGF के राष्ट्रीय अध्यक्ष पंकज अरोरा ने एक ऑडियो जारी कर के कहा कि ‘ज्वेलर्स का नाम BIS केयर एप में आने से छोटे और बड़े ज्वेलर में एक भेदभाव की स्थिति बन रही थी। बड़े ज्वेलर BIS केयर एप में अपना नाम आसानी से दिखा सकते थे। पर छोटा ज्वेलर अपने ग्राहक को BIS केयर एप दिखाना पसंद नहीं करता था क्योंकि उसमें तो उसका नाम ही नहीं है। किसी और बड़े ज्वेलर का नाम दिखता था। अब सब बराबर है। पंकज अरोरा के मुताबिक ये छोटे और मध्यम ज्वेलर्स की जीत है।’
