The Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce and Industry, has introduced a simplified procedure to speed up the issuance of import authorisations for specified silver bullion categories. The move is intended to reduce processing time for eligible applicants and improve ease of doing business while maintaining the applicable import policy requirements. The new procedure was announced through Trade Notice No. 30/2026-27, dated October 13, 2026, issued by the Government of India. The revised process will be available for eligible fresh and revised applications submitted on or after October 15, 2026.

Silver Import Policy Changed from Free to Restricted
The trade notice refers to Notification Nos. 17/2026-27 dated May 16, 2026, and 19/2026-27 dated June 2, 2026. Under these notifications, the import policy for four specified silver product categories was changed from ‘Free’ to ‘Restricted’.
The affected ITC(HS) codes are:
- 71069110
- 71069120
- 71069221
- 71069229
Importers seeking authorisations for these categories are required to submit applications through the DGFT portal. The newly introduced procedure is designed to facilitate faster processing for qualifying applications, with silver dore specifically excluded.
Self-Declaration to Help Speed Up Silver Import Approvals
Under the simplified procedure, eligible applications may be considered for expedited disposal on the basis of self-declaration and trust.
Applicants must declare that the proposed silver imports will be made by paying customs duty at the generally applicable rate, without claiming concessions. Applications meeting this condition may qualify for faster processing.
Applications that do not fall within this category will continue to undergo detailed scrutiny and examination on their merits, in accordance with the applicable import policy provisions.
What Importers Must Submit With Their Applications
Importers applying for authorisations must complete all mandatory fields in the online application form available on the DGFT portal. They must also provide a reasoned justification explaining the proposed quantity and value of silver imports.
Applicants seeking expedited processing must submit the prescribed self-declaration. Although the information may be accepted on the basis of this declaration, applicants remain responsible for ensuring that the information provided is correct and complete.
The simplified process does not remove the need to comply with applicable import policy conditions or other statutory requirements.
Pending Applications Can Be Revised as a One-Time Measure
DGFT has also provided a one-time opportunity for applicants whose silver import authorisation applications are currently pending on the portal.
Under this arrangement, pending applications will be marked as deficient on the portal so that applicants can make the necessary revisions, provide missing declarations and submit the required self-declaration wherever applicable.
Once revised, these applications will be considered under the procedure outlined in the trade notice.
New Procedure Applies from October 15, 2026
The trade notice states that fresh applications received and revised applications submitted on or after October 15, 2026 may be processed under the simplified procedure, provided they are complete and satisfy all specified conditions.
Authorisations issued under this route will be based on the applicant’s self-declaration, subject to the applicable policy provisions and conditions attached to the authorisation.
Silver Must Be Procured Through IIBX or Nominated Banks and Agencies
An important condition of the new procedure concerns the permitted procurement channels for authorised silver imports.
Import authorisations issued under the simplified route will specify that the authorised items must be procured only through:
- India International Bullion Exchange (IIBX); or
- Nominated Banks or Agencies notified under Appendix 4B of the Foreign Trade Policy, 2023, as amended.
According to the trade notice, this requirement is intended to route silver imports through regulated channels and improve transaction transparency and traceability.
DGFT Retains the Right to Conduct Further Scrutiny
Despite introducing a faster approval route, DGFT has retained the authority to request additional information or documents and conduct detailed scrutiny whenever considered necessary.
The department may verify declarations submitted by applicants to ensure compliance with the applicable policy provisions. Processing under the simplified procedure does not exempt importers from any statutory or policy requirement.
Silver Import Authorisations Valid for Six Months
Import authorisations issued under the new procedure will remain valid for six months from the date of issue. The trade notice expressly states that these authorisations will not be eligible for extension.
The notice was issued with the approval of the competent authority and signed by Sudhir Kumar Sharma, Deputy Director General of Foreign Trade.
